How to make jets of steam effect for theatre or film set? - theatre set building

I am building a mechanical assembly of an interactive experience, the jets of steam flowed to different positions. I do this for me and not much budget, no idea how I can achieve this kind of effect?

The problem with fog machines, from which great clouds of steam or smoke uncontrollably while you check on the lookout for patches of steam.

Experiment with the powder (bleaching earth), and compressed air. Put the powder in a tube of the funnel and the hose connecting the compressor to small end of the funnel. At this time, open and close the valve of the compressor. This should be a real future / Puff steam. However, you must replace the tube used in a sort of funnel with a fee if the effects are repeated.

Dry ice (solid carbon dioxide) is the usual method, I believe, or are the effects after the Wizard of Oz type, where the Great Oz was discovered hidden behind a curtain for the dog?
